He serves as general counsel and bond counsel to special districts throughout Texas, including municipal utility districts, fresh water supply districts, municipal management districts, and water control and improvement districts. Scott works with developers in the formation of special districts and in matters relating to the development of property within special districts. He represents developers in matters that involve approval by state agencies that regulate special districts, such as the Texas Commission on Environmental Quality. In addition to Scott’s work with special districts, he represents developers in utility service matters that require approval from the Public Utility Commission of Texas. His primary focus on utility service matters involve the transfer or decertification of a Certificate of Convenience and Necessity (“CCN”). |
